One plastic sheet of 14.5cm x 6.5cm full of Gamer's Grass tufts. Tufts are 4-6mm tall.
Just pop-out the tufts from the sheet of plastic and glue them to your models.

They have a wide variety of these, and other bading materials and items, available. And they seem to be much better value than the equivalent in a very well known national chain.
